Fixes SOU-1571

Addresses CVE-2026-64642 (GHSA-6gpp-xcg3-4w24), a HIGH severity middleware/proxy bypass in Next.js App Router apps using Turbopack with a single config.i18n.locales entry. Fixed in next@16.2.11.

The top-level next range (^16.2.6 in packages/web) already admitted the patched version, so refreshing the lockfile bumped it to 16.2.11. A second instance was pinned exactly to 16.2.6 by @react-email/ui (still the case in its latest release), so a qualified resolutions override forces that instance to ^16.2.11 as well. yarn why next now shows both instances at 16.2.11.
